why do I have to get new wiring if I want HDTV from DirecTV?

I recently called direcTV about getting HDTV on my HDTV, and they said that they would have to send out a guy to do it (I couldn't do it my self, or so they said...) and I would need a new dish, a new receiver, and all new cables in order to get HDTV content on my TV. The total for all this stupidity was over $300, I think they said $399 or something like that. I think that this is total BS! I already have a dual LNB dish, and a DVR, why should I have to spend $400 to get HDTV?
should I go with dish network? they'll install all this HDTV stuff for free, but I would have to pay extra for an HDTV DVR. But why do I need to get all this new stuff?

If you go Dish everything is free,all you have to do is pay a small monthly rental for the equipment.
